Raking into streets, gutters illegal, residents warned
TOWSON
TOWSON -- County public works officials warn that raking leaves into streets or gutters is illegal because they can catch fire, attract children who could be injured by passing traffic, clog storm drains and damage the Chesapeake Bay with unwanted nutrients.
Officials say the best use of leaves is home composting. If that is not possible, residents should bag leaves and set the bags out for collection.
