Board has power to revoke license

The board that licenses doctors has the authority to suspend the medical license of a Baltimore doctor convicted of medical and automobile insurance fraud, Maryland's highest court ruled yesterday.

The action reverses a ruling by Baltimore County Circuit Court that said the Maryland Board of Physician Quality Assurance could not suspend the license of former deputy medical examiner Dr. Stanley Zvi Felsenberg, 67, because of the wording of the law.

Felsenberg, who had offices in Woodmoor and Baltimore,had been ordered to surrender his license after pleading guilty in 1996 to federal charges of collecting $190,176 in false claims submitted to the Maryland Automobile Insurance Fund, the Maryland Injured Workers Fund and private insurers from 1991 to 1995. He was given to a year in federal prison.
