THE BALTIMORE SUN

Here is how members of Maryland's delegation on Capitol Hill were recorded on important roll-call votes last week:

Y: Yes N: No X: Not voting

House: Tax Cuts

Voting 229 for and 195 against, the House passed a bill (HR 4579) that uses a projected 10 percent of annual budget surpluses over five years to provide $80 billion in business and personal tax cuts for large sections of the population. President Clinton said he would veto the bill if it reaches his desk because he wants surpluses to be used first to shore up Social Security. The bill is now before the Senate. Effective in 1999, the bill eases the "marriage penalty" by allowing both spouses the same standard deduction that singles now take; allows the self-employed to deduct 100 percent of medical insurance; and raises to $1 million the amount of inheritance that is exempt from taxation.

0$ A yes vote was to pass the bill.

Senate: Abortion

By a vote of 54 for and 45 against, the Senate fell short of the three-fifths majority needed to advance a bill (S 1645) making it a federal crime to transport a minor across state lines for an abortion to avoid parental consent or notification laws in the girl's home state. The bill does not apply when the abortion is necessary to save the girl's life, and it exempts parents from prosecution.

+ A yes vote backed the bill.
