Rosa Jacobson Kolker, a homemaker and former social worker, died Saturday of complications from a heart attack at the Greater Baltimore Medical Center. She was 91 and had lived in Lutherville for three years.

Shortly after graduating from the College of William and Mary in Williamsburg, Va., in 1927, she moved to Baltimore to work as a family case worker for the Hebrew Benevolent Society.

In 1930, she married Irving Mason Kolker, a lumber executive. The couple moved to Pikesville in the early 1940s.

She and her husband, who died in 1957, were founding members of Beth El Congregation in Baltimore.

She was a member of the National Council of Jewish Women for more than 50 years and was a board member at her death. She was a member of Phi Beta Kappa and also involved in the Johns Hopkins Women's Committee, the Jewish Community Federation of Baltimore and the Baltimore Music Club.

At William and Mary, Mrs. Kolker started a chapter of the League of Women Voters and continued working with the organization after she graduated. In 1995, Gov. Parris N. Glendening honored her for 65 years of service to the Maryland League of Women Voters.

Services will be held at 2 p.m. today at Sol Levinson & Bros. Inc., 8900 Reisterstown Road in Pikesville.

She is survived by a daughter, Frederica K. Saxon, and a son, Jonathan W. Kolker, both of Baltimore; six grandchildren; and five great-grandchildren.
