Former planning commission Chairwoman Robin Bartlett Frazier continues to add to an already substantial campaign treasury in her race for County Commissioner, election board records show.

The Manchester Republican raised $5,625 in the three-week reporting period that ended Aug. 30, bringing her total to $13,769 -- more than double what most of the 18 other County Commissioner candidates have raised.

Many of her contributions are in the $5-to-$10 category and most are under $50.

"The most significant thing is that the numbers [of people giving money to her campaign] are more telling than the dollar amount," Frazier said. "The report showed a lot of contributors. It's very humbling."

In the primary Tuesday, Republican voters will choose from among 14 candidates -- including incumbents Donald I. Dell and Richard T. Yates -- seeking a seat on the three-member Board of County Commissioners. Four candidates are running in the Democratic primary and one is an independent.

Frazier has spent more on her campaign -- $8,462, mostly for campaign signs and postage -- than all but one of her opponents have raised. She has $5,307 left to spend byTuesday, and she intends to spend it.

"The remainder is committed," she said. "We're pretty much on track with our strategy, although we raised a little more than we thought we might have."

The only candidate with a bigger reserve is incumbent Dell of Westminster. He raised $4,635 in the past three weeks, bringing his total to $11,343. He has spent $5,507, mostly for campaign signs and postage.

All other candidates, except Republican Betty L. Smith of Westminster, have raised less than $6,400 -- much less in some instances. Like Frazier, Dell and Smith, most have made loans to their campaigns.

Smith, who did not file her latest report with the local election office by the Friday deadline, earlier reported raising $7,603 and spending $3,743 through Aug. 11.

The money being raised and spent by the County Commissioner candidates is modest compared with the amounts being poured into the GOP race for sheriff.

Incumbent John H. Brown has raised nearly twice as much as his primary opponent -- $35,582 overall, $1,000 in the latest reporting period. He has spent $24,891, mostly on advertising and postage.

Challenger Kenneth L. Tregoning, a Union Bridge resident who commands the state police barracks in Frederick, has raised $18,570 and spent $17,584. The total includes a $2,000 loan he and his wife made to his campaign.

Like the incumbent, Tregoning, who lost to Brown by 2,300 votes in 1994 when running as a Democrat, has spent most of his money on advertising and postage. Unlike the incumbent, he has very little left. He shows a balance of $977, compared with the $10,691 remaining in Brown's campaign treasury.

Mervin L. Spiwak, a Westminster Democrat who is running unopposed, has filed an affidavit saying he will not raise or spend more than $1,000 in the sheriff's race.

Incumbent state Sen. Larry E. Haines has raised the most of any Carroll candidate, despite having no opposition in the primary or general election. The Westminster Republican has raised $88,580 over the past four years and spent $71,495, mostly on fund raising, advertising and campaign materials. He has given $3,213 to other campaigns.

Carroll's House of Delegates incumbents are the leading fund-raisers and spenders in those races, but like Haines, their totals cover a four-year period. Some challengers did not begin fund raising until this summer, and their reports reflect that.

County Commissioner W. Benjamin Brown, for example, has raised $11,185 in his bid to win the GOP nomination for one of three delegate seats in District 5, a total that includes an $8,000 loan Brown made to his campaign.

Like Brown, Republican Carmen Amedori didn't begin fund raising until recently. She has raised $14,092 for her District 5 run, $3,925 in the last reporting period. Two-thirds of that came from the campaign treasury of her husband, Jerry F. Barnes, a Republican incumbent who is unopposed for state's attorney in the primary and general elections.

W. David Blair, a primary victor four years ago, has raised the most of any District 5 challenger -- $17,648. Like the incumbents, the Manchester Republican has been raising funds for four years. He has spent $14,190, mostly on printing and fund-raising events.

Westminster Republican Nancy R. Stocksdale continued to be the top fund-raiser among District 5 incumbents. She has raised $26,376 and spent $18,173, mostly on fund raising and advertising.

Westminster incumbent Ellen Willis Miller, who is unopposed in the Democratic primary, has raised $21,463 for her re-election bid.

She has spent $10,284, leaving $11,178 to battle her Republican opponents in the general election.
