Franklin appointed AXENT vice president
AXENT Technologies appointed Bill Franklin as vice president of services. He will be responsible for presales, product implementation and training. A Navy veteran, he formerly was a senior vice president and general manager for CODA Inc. before joining the Rockville-based information security firm.
Kaiser is CFO of OTG Software
OTG Software, a Bethesda-based automated data storage and document management solutions provider, named Ronald W. Kaiser chief financial officer. A Michigan State University honors graduate and certified public accountant, he is active in the Financial Executive Institute and is a member of several state societies and professional organizations. He formerly was CFO for Trusted Information Systems Inc.
UM names director of university relations
University of Maryland, College Park appointed George Cathcart director of university relations. He will coordinate media and public relations and internal communications, as well as provide counsel to the university president on public affairs. A master's graduate of Arizona State University, he is a veteran of the war in Vietnam and most recently was a senior associate in public relations for the Motta Co. of Phoenix.

Peacock, Condron, Anderson promotes Tucker and Sozio
Peacock, Condron, Anderson & Co., a Columbia-based regional accounting and growth advisory firm, promoted Nelson Tucker to senior tax manager and Jackie Sozio to manager. Tucker, a Baltimore resident, is a master's graduate of the University of Baltimore; he oversees tax engagements and specializes in nonprofit organization tax service. He is a member of several accounting, professional and charitable organizations. Sozio, also a certified public account- ant, will supervise accountants, schedule engagements and maintain accounts. A graduate of Wake Forest University, she is a resident of Baltimore.

Hopkins Hospital appoints v.p. for general services
Johns Hopkins Hospital named Kenneth Grant vice president for general services. He will have responsibility for materials management, patient escort, central sterile, mail and other services. A graduate of Tulane University, he is a master's candidate at the University of Maryland, College Park. Grant is active in the Boy Scouts and lives in Columbia.

Cahill heads region for CB Richard Ellis
CB Richard Ellis named Timothy J. Cahill managing director for its mid-Atlantic region. He will oversee the real estate services company's activity in the Baltimore-Washington and Richmond, Va., metropolitan areas. A master's graduate of Johns Hopkins University, he has been in commercial real estate since 1988. Cahill is an active member of the Greater Baltimore Board of Realtors, Howard County Chamber of Commerce and is on the board of the Better Business Bureau.
