Three men were arrested Monday on cocaine charges stemming from a two-month undercover investigation into alleged drug activity in Westminster, police said yesterday.

Since Friday, 14 people have been arrested on similar charges.

The latest to be arrested were identified as:

John W. Smallwood, 56, of the 1000 block of Sharon Lane in Westminster. He was charged with possession of crack cocaine and released on personal recognizance.

Reginald I. Brown Jr., 23, of the 5400 block of Narcissus Ave. in Baltimore. He was charged with distribution, conspiracy to distribute, possession with intent to distribute and possession of crack cocaine. He was being held at the Carroll County Detention Center in lieu of $25,000 bail.

Marvin A. Hawk, 36, of the 100 block of Church St. in New Windsor. He was charged with possession of crack cocaine and possession of drug paraphernalia and held in lieu of $5,000 bail.

Inmate is in isolation cell after attempted suicide

An inmate at the Carroll County Detention Center was in an isolation cell on a suicide watch after trying to hang himself late Monday afternoon, authorities said.

Samuel R. Hutson, 37, formerly of Jessup, had served part of a two-year burglary sentence at the jail in Westminster before he was transferred to a Baltimore halfway house, said Sheriff John H. Brown.

Hutson was returned to the detention center on an escape charge after allegedly walking away from the halfway house, Brown said.

Brown said Hutson tried to hang himself by tying part of a torn bedsheet around his neck and to the cell's bunk.

Jail officers revived Hutson, who was examined at Carroll County General Hospital and returned to custody, Brown said.

Westminster: A Westminster employee reported Sunday that someone damaged a window and an outside light at city property on Old New Windsor Road. Damage was estimated at $110.
