Police rearrest man accused of luring boy, 15, through Internet

A Belcamp man was rearrested yesterday and accused of violating his pretrial release on charges of using the Internet to lure a 15-year-old boy to his home for sex.

Joseph Donald McMonagle, 40, of the 1400 block of Tarragon Court was arrested Aug. 14 and charged with a third-degree sex offense, unnatural and perverted sex practices and sodomy. Residents told officials they saw McMonagle in his home with a boy after his release. Authorities also say he is accused of violating terms of his release by declining to notify the court of his whereabouts.

McMonagle was being held yesterday without bail at the Harford County Detention Center. A bail hearing is scheduled for today.
