O'Neill is named vice president of Blue Cross of Md.
Blue Cross and Blue Shield of Maryland named Kevin C. O'Neill as vice president of administrative services for the Owings Mills-based based health care insurer.
He will be responsible for the business administration of the medical affairs and network management division.
The Reisterstown resident is a graduate of Loyola College and was formerly a senior vice president with United Health Care of the Mid-Atlantic. The Columbia Bank, which has headquarters in Ellicott City, chose Michael Millard as vice president, acquisition, development and construction lending.
He will service and counsel area developers with construction loan needs.
A graduate of Frostburg State University, the Columbia resident was president and chief executive of Baltimore Savings and Loan Association before joining the Howard County bank. Rowles & Co. named Jeffrey A. Michalik as a principal of the Towson-based accounting firm.
Formerly tax manager at the firm's Salisbury office, the University of Maryland graduate is a certified public accountant and a member of the American Institute of Certified Public Accountants and the Maryland Association of Certified Public Accountants.
He is active in the Terrapin Club and Habitat for Humanity.
Kaiser selects Williams for Baltimore area
Kaiser Permanente selected Robert L. Williams as vice president and executive director of its Baltimore marketing area.
He will manage operations, business development, sales, marketing and client relations in the metropolitan area.
A Prince George's County resident, he has been with the national health plan provider since 1989.
He holds a graduate degree in health care organization from the University of Michigan.

Fenwick joins CP in Columbia office
Colliers Pinkard announced that Charles C. Fenwick III joined the Baltimore-based firm as an office leasing and sales specialist.
Formerly with BT Alex. Brown, the Franklin & Marshall College graduate will be assigned to the firm's Columbia office.
