By a vote of 79 for and 342 against, the House rejected a pay raise for members of Congress. The vote occurred during debate on a Treasury Department spending bill (HR 4104) for fiscal 1999. The bill prohibits a cost-of-living adjustment for members. Without the ban, a COLA linked to 1998 inflation would take effect early next year. The amendment rejected by this vote sought to remove the ban.

A yes vote supported a pay raise for members of Congress.

Voting 201 for and 219 against, the House refused to weaken the leading campaign finance bill before the House, a measure sponsored by Christopher Shays, a Connecticut Republican, and Martin Meehan, a Massachusetts Democrat. At issue was the language that would begin federal regulation of political advertising.

Senate: Property rights

Voting 52 for and 42 against, the Senate failed to get the 60 votes needed to end a filibuster against property rights legislation. The bill (S 2271) sought to provide quicker federal court review of claims that one's property was "taken" by government action without just compensation.
