New county schools Superintendent William H. Hyde announced a round of personnel changes, including his replacement, at yesterday's Board of Education meeting.
Hyde named Vernon F. Smith, director of school support services since 1987, as assistant superintendent of administration -- Hyde's former position.
Smith, who joined the Carroll system as a teacher at Eldersburg Elementary in 1971, will oversee the building, finance, transportation and human resources departments.
"I think we are at an exciting time in Carroll County public schools," Smith said yesterday. "There are many, many challenges before us, fiscally and growthwise."
Kathleen E. Sanner, a facilities planner, will become director of support services. Sanner came to the school system in 1988 from Baltimore County public schools, where she was a planning specialist.
Hyde praised Sanner's knowledge in several areas, including school construction, capital budgets, student enrollment projections and redistricting.
The board confirmed last month's appointment of Edwin L. Davis, director of pupil services, as acting assistant superintendent of instruction.
Davis began in the Carroll system as a math and science teacher at Westminster High School in 1961; he was assistant principal at Westminster and South Carroll high schools and principal at North Carroll High School.
He replaces Gary Dunkleberger, who was reassigned last month as principal of North Carroll High School.
Hyde said he will name the assistant superintendent of instruction at next month's school board meeting and expects to select someone from within the system.
"I think we have a number of strong candidates," he said.
Robert L. Cullison, assistant principal at Milford Mill Academy in Baltimore County, was appointed principal of the Gateway School, an alternative program for middle and high school students.
He replaces Robert Bowden, who was reassigned in May to a position in the school central offices.
School officials said they can't provide details of Bowden's reassignment because it is a personnel matter.
The board approved Hyde's appointments unanimously.
Hyde said he made the personnel changes based on interviews and meetings with staff, members of the community and the County Commissioners.
In other assignments not requiring board approval, Walter F. Brilhart, director of administrative services, was named budget supervisor and Cynthia Eckenrode, Mechanicsville Elementary principal, was named supervisor of instructional technology.
