Frank Byron Rowlett, 90, one of four who started the Army's Signal Intelligence Service in 1930, died Monday at a nursing home in Gaithersburg. Trained to be a mathematics teacher with knowledge of chemistry, physics, Latin and German, he made important contributions to the nation's Signal Intelligence and Security System in World War II.
