A Manchester man was held at the Carroll County Detention Center in lieu of $2,500 bail yesterday after his arrest on charges of conspiring with a juvenile to rob a teen-ager of $25, authorities said.
According to police, the teen-ager said "a little red car with yellow fog lights" pulled up next to him in the parking lot of a Hampstead fast-food restaurant about 10: 40 p.m. June 5.
An occupant asked for money for food. As the youth pulled $2 from his wallet, the occupant "snatched $25" and drove away, police said.
Witnesses told police where to find the car's owner, and Manchester police located the car in front of a Manchester juvenile's home, police said.
Jared D. Biss, 18, of the 3200 block of Grofton St. was arrested on charges of conspiring with the juvenile to rob, assault and steal less than $300, police said. He also was charged with making a false statement to a police officer and obstructing and hindering justice.
The juvenile was arrested and was being held at the Charles H. Hickey Jr. School in Baltimore County, pending further action by juvenile services, authorities said.
