Crown Central Petroleum promotes 3 executives

Crown Central Petroleum Corp. has promoted three executives.

Thomas L. Owsley, 57, was elected senior vice president of the legal department. Owsley, a former legislative assistant to former Sen. Robert P. Griffin of Michigan, was assistant general counsel for Martin Marietta Corp. from 1976 to 1982. He has been vice president of Crown's legal department since 1983.

Owsley is a graduate of Harvard University and the University of North Carolina School of Law. He is an immediate past president of the Baltimore Area Council of the Boy Scouts of America. He also served on the board of directors of the American Society of Corporate Secretaries.

J. Michael Mims, 49, was elected senior vice president of human resources. Mims, a former senior manager at Ernst & Young, joined Crown in 1983 as vice president of internal auditing. He has been vice president of human resources since 1992. Mims is a graduate of Loyola College.

Mims was awarded Professional Human Resources Certification in 1997 by the Institute for the Society for Human Resource Development. Philip A. Millington was elected vice president-treasurer. He was treasurer or vice president for several large manufacturing firms before joining Crown. Millington received his bachelor's and master's degrees in accounting from Oklahoma State University.

Bozzuto Construction Co., a division of the Bozzuto Group, named John Mardall as president.

Before joining the Greenbelt-based regional homebuilder and real estate development/management firm, he was a consultant developer. He previously managed M. D. Mardall Inc. and BBI homes, both based in Columbia.

A graduate of the Barking School of Building in London, he came to the United States in 1970 to work for the Rouse Co. and later was a vice president of Thomas P. Harkins Inc.

A member of the Columbia Pro Cantare choral music society and the Columbia Town Center Rotary, the Howard County resident is a sailor and boat builder.

Turlington is senior VP for Fila apparel division

Fila USA appointed Lee Turlington senior vice president and general merchandising manager for its apparel division. He will be responsible for product merchandising and marketing in the United States and the unification of product lines internationally.

Before coming to the Sparks sports equipment, clothing and athletic footwear company in 1994, Turlington was president of Couloir USA.

Stonesifer becomes CFO of Adler Display

Adler Display named Brett Stone-sifer chief financial officer. He will launch the custom display company's new strategic growth plan. Stonesifer was most recently with Potomac Resources, a Maryland commercial finance company, and formerly was in the marketing department of Exxon Corp.

Martel Labs promotes Kuyawa to direct projects

Martel Laboratories JDS Inc. promoted Vincent J. Kuyawa to director of project operations for the Towson-based national laboratory company. A graduate of Loyola College, Kuyawa will supervise all major projects and the firm's project management department for Martel's environmental consulting firm, government agency and industrial clients.


Eisner names Fleckenstein senior account executive

Eisner, Petrou & Associates appointed Jean Fleckenstein senior account executive. She is responsible for media relations and coordinates the Baltimore regional marketing communications agency's intern program. The Notre Dame College graduate lives in Towson and is active in Catholic Charities' Project Aware program.

Reeves Agency post goes to William Jackson

The Reeves Agency named William Dell Jackson assistant account executive for the Baltimore ad firm. His responsibilities include media relations, writing and event coordination. Formerly with Beaman Inc., a Chicago consulting agency, he is a graduate of Towson University and lives in Baltimore.

Banking and finance

Whitmore named VP with Peremel & Co

Peremel & Co. appointed David D. Whitmore vice president of retail marketing. He will handle marketing functions and electronic brokerage at the Pikesville discount brokerage house. is an MBA graduate of New York University.
