Carroll County Bank seeks to expand on Englar Road Site plan proposes adding 2,200 square feet to branch


Carroll County Bank & Trust Co., a key player in the revitalization of downtown Westminster, is seeking to expand its Englar Road branch.

Westminster Planning and Zoning Commission will review a site plan for the proposed project at 7 p.m. today. The meeting will be held at Westminster City Hall, 1838 Emerald Hill Lane.

Bank officials are seeking permission to build a 2,200-square-foot addition to the one-story, 4,400-square-foot branch. The addition would be to the rear of the building.

"The branch has had double-digit growth every year for the past five years," said Ed Gottleib, senior vice president of the bank. "We're looking to expand the branch so that we can provide better customer service."

Gottleib said he expects to add two people to his staff if the project is approved. He would also like to add a new customer service counter to handle noncash transactions.

About 25,000 people use the Englar Road drive-through each month, Gottleib said. He did not know how many customers seek teller assistance.

Gottleib would not disclose how much the proposed addition would cost. Plans for the branch expansion were drafted by Overton & Ogburn Associates Inc., a Bladensburg design firm.

The Englar Road branch has been at Route 140 for 12 years. It sits on a 2-acre site adjacent to the bank's operations center.

The operations center will move to the long-vacant Farmers Supply Co. property at Liberty and Green streets when redevelopment of that site is completed, Gottleib said.

Carroll County Bank & Trust, a subsidiary of Westminster-based Mason-Dixon Bancshares, is redeveloping the Farmers Supply site into a $6 million office and retail complex -- a move expected to brighten downtown's future.

The bank is demolishing four structures on the 1-acre property. A historic stone building that dates to the 1880s and was part of the B. F. Shriver Canning Co. will be renovated.

The building had stood empty for seven years when the city formed the nonprofit Westminster Town Center Corp. to take an option on the property and seek proposals.

The Farmers Supply site, about a block from Main Street, is one of four consultants have labeled "key" to a healthy central business district. The other properties are the former J. C. Penney store on West Main Street, the volunteer fire company building and the post office on East Main Street.

Construction at the Farmers Supply property will include a two-story office center above a three-level parking garage and a five-story retail tower. The project is expected to be completed by Oct. 30, 1999.

"We're very excited about this project," said city Councilman Gregory L. Pecoraro. "It is expected to bring at least 100 jobs to downtown Westminster."
