Two arrested on drug charges after police stop van

Westminster police arrested two 18-year-old city residents Tuesday night, acting on information that drugs were being sold from a van at West Main Street and Pennsylvania Avenue.

Detectives stopped a Dodge van about 8: 30 p.m. and brought in a police dog that signaled the presence of drugs, police said. A search yielded drugs, a scale and packaging materials, they said.

Seized were eight small bags -- which usually sell for about $40 apiece -- totaling about 2 ounces of marijuana, police said.

Charged with possession of marijuana and possession with intent to distribute were Wayne DeWitt Costley Jr. of the first block of Wimert Ave., and Charles Edward Fisher Jr. of the first block of Union St. Both were released without bail.
