Man getting out of car on I-70 shoulder is struck, killed

A Frederick man getting out of his disabled car on Interstate 70 in western Howard County was hit by another vehicle and killed yesterday afternoon, state police said.

Thomas Bernard Foreman Jr., 55, had pulled his 1970 Oldsmobile to the right shoulder because of car trouble about 6: 40 p.m. at Watersville Road, near the Carroll County line.

He was struck while getting out of the car as it was sideswiped by an Isuzu Trooper driven by Theresa Dunn, 41, of Germantown, police said. Foreman was pronounced dead at the scene. I-70 was closed about an hour, causing a rush-hour backup of several miles, police said.
