A North Baltimore woman was shot to death in front of her two sons last night hours after winning a court order to keep her ex-boyfriend away, police reported.
After the woman was shot outside her Northwood home, the gunman grabbed the younger child -- an 18-month-old boy believed to be his son -- and drove away in the victim's car, police said.
Francseea Yolanda Batts, 30, of the 1600 block of Shadyside Road near Hillen Road died almost immediately after being shot at 6 p.m.
In an arrest warrant issued last night, police charged Batts' former boyfriend with first-degree murder and distributed his description to authorities in six states.
Homicide Detective Oscar Requer said Batts arrived home with her sons, the baby and a 12-year-old, about 6 p.m. yesterday after shopping. Police said she had gotten an ex-parte decree from a court commissioner earlier in the day ordering the former boyfriend to stay away from her. The reason for the order was not immediately known.
Inside her home, she was surprised by a man who had been hiding in the basement, Requer said. The two argued -- apparently the man had been evicted from the house earlier in the day -- and the woman ran out of the house with her children, he said.
Outside, the man chased the woman for nearly a block as she ran toward Hillen Road, then fired several shots from a large-caliber handgun, striking her in the upper body, police said.
Neither of the children was injured. The man grabbed the toddler and sped away in Batts' gold Mazda 626 with Maryland license tags CVS 158.
Police charged 33-year-old Vincent Edward Brown, whose last known address was the victim's home on Shadyside Road, with first-degree murder and handgun violations.
Anyone with information on Brown and his whereabouts is asked to call the city homicide squad at 396-2100.
