Indoor ice rink proposed in eastern Baltimore Co. Plan calls for construction to begin in March, have opening by the fall


A partnership pursuing plans to build an indoor ice rink has signed an option to buy a parcel of land in the Fullerton area of eastern Baltimore County.

The $5.3 million project, to be known as The Rinxx, would feature two National Hockey League-sized rinks and would provide programs for hockey, figure skating and speed skating, said officials from Chesapeake Ice Partners Inc., the fledgling company that would operate the facility.

"We just know that there is a demand for the use of facilities such as this," said Stan Kozenewski, a former director of parks and recreation for Harford County, who is treasurer for the partnership.

Pointing to the heavy demand for ice time at rinks in Baltimore City and in Anne Arundel, Harford and Howard counties, he added, "We just feel there is enough business out there for everybody."

Earlier this month, Chesapeake Ice Partners signed an option to buy 7.75 acres on Rossville Boulevard, east of Belair Road, for $1.3 million, said Frank Lynch, a Sun employee and president of the partnership. Erwin L. Greenberg Commercial Corp., a Baltimore development company, holds a contract on the land, said David L. Goldbloom, a company vice president.

Chesapeake Ice Partners' officers have met with county economic development officials in hopes of obtaining a $250,000 small-business loan to help finance the project, Lynch said.

The partnership initially explored building a facility at Towson State University, he added.

The group hopes to arrange financing so it can begin construction in March, with hopes of opening by the fall, Lynch said, adding that the partnership has $600,000 in equity toward the project.

John F. Weber III, county director of recreation and parks, said, "The concept of providing an ice skating facility in the county is exciting. We'd be very supportive of any kind of a recreational opportunity that the private sector can bring to the community."
