Frederick County Planning Commission has delayed reviewing plans for the proposed Allegheny Power Co. substation in Mount Airy until Jan. 8.
The Planning Commission was to have reviewed the plans last week, but rescheduled after learning that the utility plans to drop its appeal of a zoning board decision. The county also is considering a change in its zoning law that could affect the substation.
Neighboring residents have opposed Allegheny Power's original design for a substation topped by a 65-foot pole on Parr's Ridge, the highest point between the Catoctin Mountains and the Chesapeake Bay.
Residents argued that the utility should be required to make the substation and pole as unobtrusive as possible.
Attorney Peyton P. Phillips said Allegheny Power is willing to drop its suit as long as a wall initially required to conceal the substation not apply to other building phases.
The Planning Commission had told Allegheny Power to build masonry walls to screen the station and tower. The zoning appeals board overturned that condition, but limited its action to plans for the utility's first phase, a 34.5 kilovolt substation on a half-acre site.
Phillips said the utility filed suit because he feared that the wall would remain a condition for a second phase that would allow the substation to expand to 230 kilovolts on a 2 1/2 -acre site.
Planning Commission member Robert White said a proposed zoning text amendment defining enclosures could affect the Allegheny Power site.

Mount Airy: Firefighters responded at 2: 40 p.m. Thursday to a house fire in the 9700 block of High View Avenue in Montgomery County. Units were out 30 minutes.
