Group of black city officers concerned about Police Department reorganization


A group that represents black city police officers expressed concern yesterday that splitting the Field Operations Bureau between two commanders, with those they supervise falling along racial lines, could result in unequal police service to poor, black communities.

"We are concerned that the resources that are allocated for the city may not be equally distributed to best serve all citizens in this city," said Sgt. Teresa E. Cunningham, president of Vanguard Justice Society.

In the change, Col. Ronald L. Daniel, the department's highest-ranking black commander, will oversee all three black district commanders, and Col. John E. Gavrilis, who is white, will oversee four white district commanders.
