A local development company has been granted a city contract to build 84 townhouses in Baltimore's Bolton Hill neighborhood on the site of the Eutaw Gardens apartment complex, city Housing Commissioner Daniel P. Henson III announced yesterday.
The Blair McDaniel Co. will build two- and three-story townhouses on the 6.7-acre parcel at the southeast corner of North Avenue and Eutaw Place. The new development will be known as Spicer's Run, named for a small branch of water that once ran from Bolton Hill to the Jones Falls.
"This is a significant site for the city because the Bolton Hill neighborhood is one of the city's gems. The development will enhance that community and bring middle-income people to the area," said Wendy L. Blair, one of the project's lead developers.
Each townhouse will have two or three bedrooms, and most will have a one- or two-car garage, she added.
The cost per home: $112,000 to $130,000.
Henson said the new townhouses "will be a major improvement" over the vacant Eutaw Gardens, a 268-unit complex of three- and four-story buildings taken over by the U.S. government last year after its owners defaulted on a federally insured loan.
Residents of Bolton Hill -- a historic enclave northwest of downtown, on the edge of the Mount Royal arts district -- have long complained that Eutaw Gardens is a hazard because it is used by criminals as a hiding spot. In the past, neighbors said burglars and muggers used the complex's interior courtyards, which cannot be seen from the street, to evade police.
Spicer's Run will cost $11.7 million to build, Blair said. Funding for the project will be provided by the Teachers Insurance and Annuity Association College Retirement Equity Fund in New York.
Construction of the townhouses is expected to begin in the spring, according to developer Derek A. McDaniels, Blair's partner in the project.
"The existing buildings have to be torn down before we can begin building," he said. The U.S. Department of Housing and Urban Development will raze the 19 buildings on the site during the next few months, Henson added.
