Crofton could get a new town hall, sports facilities and country club clubhouse if the civic association board approves a proposed federal management training center to be built on country club property.
Club owner Bill Berkshire has asked the Crofton Country Club directors to allow him the right to build a 24,100-square-foot training center -- which would be leased to the federal government -- and the other new facilities in time to submit a bid to the U.S. Office of Personnel Management by Dec. 11.
The board will most likely vote on his proposal Monday after conducting a closed executive session to discuss legal matters. Directors discussed the project last night at a meeting at the country club.
The training center and the other buildings are not permitted under a 1988 agreement between the board and the club, according to a letter from the board's lawyer read at last night's meeting.
But board members could vote to give Mr. Berkshire permission to build the center or vote to amend the 1988 agreement, which lists specific uses for country club property, according to board president Edwin Dosek. Mr. Berkshire would also need permission from county government to build on land that is zoned for open space.
The 19 acres on which the new center, town hall and clubhouse would be built now contain a parking lot and the current clubhouse. Building the training center in Crofton on club property would bring benefits to the community, Mr. Berkshire said.
"This would provide recreational facilities that normally the club could not put up on their own," Mr. Berkshire said.
The training center would include an indoor pool, gymnasium, racquetball and other facilities.
The Crofton Athletic Association and the country club could use those recreational facilities, Mr. Berkshire said. The project would also include a hotel to house the 200 or so participants attending training sessions.
The Office of Personnel Management would conduct two-week training sessions there for 48 weeks a year, Mr. Berkshire said. The agency would lease the center for 10 to 20 years or more.
Mr. Berkshire would lease the town hall to the Crofton Civic Association for $10 a year. He is considering other property he owns in the Crofton area on which to build the center, but said he would only build the town hall if the whole project is built at the country club.
Board members wanted assurances that the civic association would not lose use of the town hall if the Office of Personnel Management stopped leasing the center.
