27-home subdivision plan to undergo review today 58-acre tract lies next to 2 schools


A developer who wants to build a 27-home subdivision on almost 58 acres in Pasadena said he expects some questions and doubts to be raised today during a county review of his proposal.

"In my best dreams, I have never dreamt that my preliminary plans have gone through," said Michael J. Hefferon, president of Watervale Development Group. "So I know we'll be toying around for some time."

The Pasadena developer has submitted to the county Department of Planning and Code Enforcement sketch plans to develop the land about 2,800 feet north of Mountain Road into a community of single-family homes called The Preserve.

The plans include building 27 single-family residences on the land, which was an old pasture, said Mr. Hefferon.

Five of the 27 homes would sit on a 2.3-acre tract. Twenty-one residences would be built on a on 21.7-acre parcel. One home will sit on a 24.4-acre lot.

The homes would cost between $250,000 to $300,000, Mr. Hefferon said.

The tract, which would have access from Capel Drive, is bordered by Ventnor Road to the east, a thick forest to the north, Sail Circle to the west, and property owned by the county Board of Education to the south.

Bodkin Elementary School and Chesapeake middle and high schools lie a few hundred feet south of the proposed community.

Mr. Hefferon said he expects buyers to be attracted to his development by the location.

"It's a great location for families," he said. "Kids can literally walk to the Chesapeake system to go to school. It's nice not to have to fiddle around with buses."

The county review will begin at 8:45 a.m. at the agency's subdivision application center in the Heritage Center on Riva Road in Annapolis.
