Speeding blamed in motorist's death

Speeding and failure to wear a seat belt contributed to the death of an Anne Arundel County man about 3:15 p.m. Saturday on a curve on Route 97 one mile south of the Pennsylvania line, state police said yesterday.

Troopers said Robert M. Desselle, 60, of the 900 block of Fiorenza Drive in Lothian was ejected from the 1995 Lexus ES300 he was driving when it struck a utility pole and a guardrail along Littlestown Pike and flipped end over end 280 feet into a field.

Mr. Desselle, who was alone, was pronounced dead at the scene.

Sewer line work to begin May 1 in Westminster

The Department of Planning and Public Works has hired Nekoosa Contracting Corp. to install about 10,000 feet of 16-inch sewer pipes along John and Bond streets in Westminster.

Beginning May 1 and continuing through approximately July 31, the new sewer line construction will affect these areas:

* May 1 to June 17: Southbound lanes will be closed from Main Street to Winters Street. Southbound traffic will be detoured at Winters Street over to Carroll Street and then back to Main Street. All businesses on John Street will be accessible. Northbound traffic will experience minimal delays.

* June 17 to July 31: Southbound lanes between Main Street and Winters Street will re-open. Construction will continue along John Street near the Southern States Cooperative, with flagmen directing traffic in both directions. No parking will be permitted in the areas around the construction as it progresses along John Street.

* May 8 to June 10: Construction will progress along Bond Street in five separate block closures: May 8 to 11, Lippy Avenue to West George Street; May 15 to 20, West George Street to Chase Street; May 22 to 27, Chase Street to Park Place; May 30 to June 2, Park Place to Green Street; and June 5 to 10, Green Street to Main Street.
