3 arrested on drug charges after police stop car


Three men were arrested on narcotics charges Tuesday morning after police stopped their car, authorities said.

Officers Brian Fleig and Anthony Tortorici saw a 1984 Ford Tempo with 15-day inspection tags heading west on Route 100 about 12:35 a.m. They stopped the car near the Oakwood Road rTC exit and asked the driver and two passengers to get out of the car, police said.

One of the men jumped over the guardrail and tried to escape, police said. Officer Fleig caught him and found a bag of cocaine hanging from his left pocket, police said. The officers then searched the man and found 13 bags of cocaine, police said.

Paul Caparratto, 18, of the 2500 block of Airy Hill Circle in Crofton; Clifton S. Whitley, 18, of the 500 block of Lakeston Court in Severna Park; and Robert B. Bland, 20, of the 3100 block of Shepherd St. in Mount Rainier were charged with possession with intent to distribute cocaine, police said.

Man charged with filing false claim

A Glen Burnie man was arrested Tuesday and charged with filing a false insurance claim after police found more than $47,000 worth of items he claimed were stolen hidden in his bedroom, county police said.

On Feb. 25, the man told police someone had burglarized his house in the 900 block of Genine Drive and stolen two videocassette recorders, a video camera, a large portable radio, a flute, electric drills and several toy train model sets and accessories, police said.

A tipster told police that the man still had the items. On March 16, police went to the home and, after getting the suspect's consent, searched the home, police said. Officers found the VCRs, the video camera, the radio and the flute in a bedroom closet, police said, and the remaining items elsewhere in the room. Police received an affidavit from the insurance company verifying that the man had filed a claim for the stolen goods.

Clark David Bishop, 57, was arrested Tuesday and charged with fraudulent insurance acts, police said.
