LOVE A PARADE?
Even though today's the day folks traditionally honor Ireland's patron, St. Patrick, if you want to see the Irish and would-be Irish on parade, Sunday's the day here this year.
Figure on a lot of music -- 24 bands are booked to play, including the Na Fianna Pipe Band and three winners in the relatively recent Philadelphia Mummers Parade: the Uptown, the Ukrainian-American and Italian-American Mummers bands. The Colts Marching Band and more than 70 other marching units also will perform.

The NCAA men's basketball tournament is still the big news around the Inner Harbor this weekend, with second-round games tomorrow at the Baltimore Arena. If you don't have tickets, forget getting in. But you can take part in two promotional events:
* A pep rally from 11:30 a.m. to 2 p.m. today at the Harborplace Amphitheatre, Pratt and Light streets.
* Dribble Around Downtown, from noon to 1 p.m. tomorrow. The UMBC Retrievers will lead children ages 8 to 12 through a basketball dribbling course starting at NationsBank Plaza (34 Market Place) and ending at Harborplace. Information: 455-2889.
