Republicans muscled to House passage yesterday a measure intended to encourage settlement of lawsuits short of a trial.
The "loser pays" measure was the first of three bills expected to clear the House this week in a Republican effort to cut down on what they consider frivolous lawsuits. (See article, Page 3A)
