Mild weather over the weekend and daffodil bulbs pushing up the soil mean spring can't be too far away. Sure signals of change are the folks applying for use permits at the Washington Suburban Sanitary Commission's Watershed Protection headquarters at Brighton Dam. Season permits for $30 to fish, boat, ride horses or hunt in the area surrounding the Triadelphia and Rocky Gorge reservoirs are available now. The season begins March 1.
Beginning Saturday, Watershed Protection Officers will issue $20 permits to moor your boat for the season. Visit the Brighton Dam headquarters any day between 8 a.m. and 8 p.m.
Boaters must have approved personal flotation devices and a trouble whistle on board. Ask about the American bald eagles nesting in the watershed. A bald eagle pair and their young add a regal sense to this resplendently quiet area.

This year, the Glenelg High School Boosters' Club received requests from clubs and organizations at the school for $40,000. The group approved spending for half the requests. With only $10,000 in their spending account, however, the Boosters need cash.
The group hopes to raise money to help sports teams and many other Glenelg activities that benefit all the students at the school. Next weekend is the club's annual Bull and Oyster Roast, a major fund-raiser. This is an excellent chance to enjoy an adult evening out, support our local high school and visit with your neighbors.
At Turf Valley, guests will enjoy a lavish dinner with beef, oysters and all the trimmings. Beer and sodas are included in the $32.50 ticket price. There will be a cash bar.
You can dance to the tunes of Opus 1 and bid on some terrific offerings in a live auction. If you have a senior at Glenelg, you'll want the six reserved center seats for graduation. You can bid on other excellent offerings, too.

"Success Through Collaboration" was the theme of the 1994 Partnership Awards Program held last week to honor those who work with the Howard County Substance Abuse Advisory Board. Seventeen individuals and three groups were nominated to receive the 1994 Partnership Awards for showing active and sustained commitment, collaborative effort, innovation and collective advocacy in addressing substance abuse problems in the county.
The group that County Executive Charles I. Ecker selected to receive the 1994 award is the Western Howard County Coalition, the group that brought you a wonderful calendar filled with tips for parents. Dan Davis, whose sons, Danny and Clay, attended Glenelg High School, Donna Kelley, president of the Mount View Middle School Parent Teacher Student Association and Eileen Woodbury, the resource specialist for drug-free schools who led the group effort, represented the coalition at the awards dinner.
The group hopes to continue its efforts and will begin planning its next project tomorrow. All are welcome to participate.

It was opening night at Glenelg High School last night as the students and staff presented "Big River," "Huckleberry Finn" in its musical form.
Ron Oaks directs this witty musical, and Nancy Buckle and Barry Enzman direct the chorus and band. The run continues in the school auditorium tomorrow and Saturday at 8 p.m. and Sunday at 3 p.m. Tickets, available at the door, are $6.

Condolences to Joseph Gieda of Fulton whose wife, Cissie E. Gieda, passed away Feb. 8.
Mrs. Gieda was the first driver's education teacher in Howard County in the 1940s. She taught school for 39 years and co-wrote the driver's education textbook "Sportsmanlike Driving." She was active in professional organizations and was a charter member of the Clarksville Lioness.
