* Jos. A. Banks Clothiers announced the selection of Lesley Gillman as advertising manager for its 83 retail outlets nationwide.

* Facility Data, a recently opened design services firm based in Timonium, has named Richard C. Hoff to the staff as senior designer.

* Downtown Partnership of Baltimore appointed Diane Lewis director of advertising and retail development for the downtown management organization.

* Kaiser Associates announced that Anna Fox joined the full-service Baltimore-based public affairs agency as a principal.

* Adams Sandler has chosen Marilyn Schnider as media director.

* Nevins & Associates of Ownings Mills named Eden Stotsky an assistant account executive.

Legal and insurance

* Ober, Kaler, Grimes & Shriver, a Baltimore law firm with offices in Washington, New York and New Jersey, admitted Bruce R. Stewart as a resident partner in its Washington office.

* Wright, Constable & Skeen announced that Tracey D. King was named an associate in the Baltimore law firm.

* Morrow & Hassani admitted Michael G. DeHaven to the Towson law firm as an associate.

Financial services

* Mercantile Safe Deposit & Trust Co. announced the appointments of the following as senior vice presidents: David R. Bowen, commercial lending group; Frank K. Turner Jr., commercial lending; Kenneth E. Lumpkin, operations and administration, and Martin L. Wake, communications products. Named vice presidents were: Stephen A. Hall, commercial real estate, and Guy Johnson, corporate banking.

* Ferris, Baker Watts appointed Joseph N. Burrows an investment banker in its public finance department. He was formerly controller and chief financial officer for Anne Arundel County and most recently, senior vice president and general manager of Canadian operations for Wheelabrator EOS.

* Century Engineering has chosen William H. Noyes as vice president and James A. Roeder as assistant vice president in its civil division.

* Wallace, Montgomery & Associates, a Towson-based engineering firm, has named Joseph P. Manning an associate.

* Mount Washington Pediatric Health System has named Sue A. Challis director of public relations.

* St. Joseph Medical Center announced the selection of Dr. Hugh E. Mighty to head its OB/Gyn department and as chief of perinatal medicine.

* Imperial Brokerage Co. has announced that Peter Engelman has joined the Roland Park firm and specializes in the sale of professional practices, investment and commercial real estate.
