SOMETHING FOR NOTHING:
You may not think of it as the perfect place for a cheap date on Valentine's Day, but the Maryland Science Center will operate free Tuesday, from 10 a.m. to 5 p.m. That includes all exhibits, programs, planetarium shows and IMAX's current film, "Destiny in Space," shots taken by various Space Shuttle astronauts. Free admission is to celebrate the 65th anniversary of Clyde Tombaugh's discovery of the planet Pluto, center officials said. Romantic, eh? Information: 685-5225.
BLACK HISTORY:
Several events this weekend relate to February being designated as Black History Month.
* Bring an object of African-American significance to the Peale Museum, 225 N. Holliday St., from noon to 4 p.m. tomorrow. You may find it's used when the Morton K. Blaustein City Life Exhibition Center opens in spring 1996. Information: 396-3524.
* The Mamaya Jazz Ensemble, Sankofa Dance Company and the Morgan State University Choir will present and African-American Festival from 1:30 p.m. to 4:30 p.m. Sunday at the Walters Art Gallery, a few blocks north of the Inner Harbor at Charles and Centre Streets. Admission. Information: 547-9000.
* The African-American Arts and Heritage Festival will present a program of music, dance, drama, storytelling and an exhibition featuring African-American students from the Peabody Conservatory in recital Sunday at 3 p.m. at The Brokerage, Market Place. Information: 625-3113.

THINK ICE:
Students having at least one A on their most recent report card will receive a free admission to Inner Harbor Ice Rink, Monday through Feb. 28.
