An article in Tuesday's editions stated incorrectly that Phillip W. Worrall, confirmed Monday as chairman of the Baltimore County Planning Board, is a member of the Landmarks 'f Preservation Commission. In fact, he is a former member.

The Baltimore County Council confirmed Phillip W. Worrall as the new chairman of the Planning Board last night.
Mr. Worrall, 52, succeeds Harold G. Reid, a businessman and board member for 11 years.
Mr. Worrall, who lives in Glyndon and is an architect, served on the Planning Board from 1982 to 1990, representing the 3rd Councilmanic District. He is a member of the Valleys Planning Council, one of the oldest private land-preservation groups in the county, and the county Landmarks Preservation Commission.
County Executive C. A. Dutch Ruppersberger III, who recently appointed Mr. Worrall, said he believes the new chairman has the ability to balance the needs of communities with the needs of developers.
