Sheriff Joseph P. Meadows has named Capt. Howard G. Walter Jr. as chief deputy, elevating the 21-year agency veteran to the rank of major.
Major Walter, 45, is commander of the sheriff's Court Services Division. As chief deputy, he will head the Police Services Division, which includes patrol operations, warrant and fugitive operations, paternity support enforcement and traffic law enforcement.
Lt. James Carter, 50, was promoted to the rank of captain. The 25-year agency veteran will command the Court Services Division.
Both appointments became effective yesterday.
