BALTIMORE -- The owner and president of a local construction company was sentenced in U.S. District Court yesterday to a year on probation for defrauding a contractor and paying kickbacks to a city Housing Authority engineer in 1992.
Anthony R. Snell, 38, of Woodlawn pleaded guilty in October to giving a total of $5,500 in kickbacks from inflated invoices to authority project manager John L. Dutkevich. Snell's company, Bryce Construction, was making repairs at the George B. Murphy Homes and the McCullough Homes as a subcontractor to Pittsburgh-based Classic Contractors, which received nearly $2 million in city housing contracts. Classic's president pleaded guilty last month to bribery.
