It's the second day of the new year, and already we have the first new series of 1995: "Cybill," starring Cybill Shepherd in a CBS sitcom. Also tonight: The return of "Mommies" in a new form, and the installation of "Chicago Hope" on a new night. Don't forget: The networks have officially launched their game of musical chairs in Baltimore. WMAR (Channel 2) is now an ABC station; WBAL (Channel 11) is with NBC; WJZ (Channel 13) is with CBS.
* "Melrose Place" (8-9 p.m., Channel 45) -- After one week off to catch its breath, "Melrose Place" hits the ground running again -- with Jasmine Guy, formerly of "A Different World," joining the show as Amanda's latest adversary. Heather Locklear stars. Fox.
* "Mommies" (8:30-9 p.m., Channel 11) -- NBC has faith that this retooled series will deserve and attract a loyal audience. I don't. NBC.
* "E.R." (9-11 p.m., Channel 11) -- Poor sport award of the year -- so far, anyway -- goes to NBC, for scheduling this two-hour repeat against its rival CBS medical series "Chicago Hope," which is where we came in when the season began. Most people already have seen "E.R." -- this time, give "Hope" a chance. NBC.
* "Models Inc." (9-10 p.m., Channel 45) -- Will Emma Samms revitalize this series the way Heather Locklear did "Melrose Place"? No. Will the move from Wednesday to Monday help it retain a sizable chunk of the "Melrose" audience? Possibly. Fox.
* "Cybill" (9:30-10 p.m., Channel 13) -- Regardless of what you think of tonight's premiere, it's more deserving of the time slot than whatever has occupied the slot for two years. CBS.
* "Chicago Hope" (10-11 p.m., Channel 13) -- Another strong move to Monday. CBS.

* "In the Heat of the Night" (7-10:30 p.m., TNT) -- TNT rolls out reruns of this impressively durable Carroll O'Connor series -- starting with the pilot episode from 1988.
