4 new businesses planned at Oakmont Green Center

Hampstead's Planning and Zoning Commission received plans last night for four new businesses in the Oakmont Green Business Center on Route 30.

Planned are a Revco drugstore and a Farmers and Merchants Bank in the shopping center, which is anchored by a Festival Foods supermarket, and a free-standing McDonald's restaurant on a 1.5-acre lot adjoining Route 30.

Owners of the shopping center also have tentative plans for a Blockbuster Video store, said Paul D. Crampton, a project engineer for KCI Technologies.

The project would add 16,430 square feet of space to the center, Mr. Crampton said.

"Blockbuster is a 50-50 possibility right now," Mr. Crampton said. A deal to bring a national video chain to Roberts Fields Business Center on the southern end of town recently fell through.

Mr. Crampton said Revco plans to close its store in the North Carroll Shopping Center across the street before opening the one in the Festival Foods center. Revco is one of the few stores remaining in the North Carroll center.

KCI is designing the shopping center expansion while Carroll Land Services is designing the McDonald's project. Jeffrey T. Zigler, who is manager for the McDonald's project, said the plans call for a 50-seat restaurant with a drive-through lane.

The KCI and Carroll Land Services plans are both still being evaluated by the Carroll County Department of Planning, said Jeanne Joiner, county planner.

The county subdivision advisory committee plans to discuss the McDonald's project Thursday, she said.

In other business, commission members agreed to discuss the possibility of revising Hampstead's comprehensive zoning plan. At the request of the commission, Ms. Joiner said she would try to arrange a work session with county planners in February.
