16 appointed to commission that will designate thoroughfares to be preserved

Sixteen Anne Arundel residents have been appointed to the (( Scenic and Historic Roads Commission, which was created in August as part of an effort to preserve noteworthy thoroughfares.

A committee formed by former Councilwoman Virginia Clagett in 1991 had recommended creating the commission.

The committee found that the county's code, regulations and procedures work against protecting Anne Arundel's scenic and historic roads. Allowing development without taking measures to preserve those roads threatens the county's beauty and history, the committee said.

The commission is to decide which roads should be designated scenic or historic thoroughfares, and develop a plan for preserving them.

Such a plan could include changes in the building and zoning code, along with developing standards for regulating architectural and landscape projects alongside the roads.

Under the law that created the commission, the County Council appoints two members from each council district and the county executive appoints three members from the Anne Arundel Trade Council.

The members are:

* 1st District: The Rev. Frank G. Phelps of Linthicum Heights, who ran against Councilman George F. Bachman in the general election, and Geraldine Schmincke of Glen Burnie.

* 2nd District: Lois Kyle and Jo-Anne Lucarelli, both of Glen Burnie.

* 3rd District: Steven La Planche of Pasadena and Peter Cooper of Glen Burnie.

* 4th District: Sally Shoemaker of Odenton and Pat Mueller of Crownsville.

* 5th District: Ellen McGee-Keller of Severna Park.

* 6th District: Robert Hopper of Crownsville and Cynthia Eckard of Annapolis.

* Seventh District: Pamela Bush of Lothian and Linnell Bowen of Davidsonville.

The Trade Council representatives are Fayette M. Latham III, president of McCrone, Inc.; Jason J. Jacobson, vice president of Osprey Investment Co.; and Bernard H. Thuman Jr., public works coordinator with Baltimore Gas and Electric Co.
