Vandals defaced the statue of the late civil rights leader and local politician Aris T. Allen over the weekend, Annapolis police said.
A bamboo spear -- one end covered in paper, feathers and ribbons -- was placed in the hand of the statue, which is located in the city park at Forest Drive and Fairfax Road, said police.
A passer-by called police at 1 p.m. Saturday.
Dr. Allen was one of the capital's first black doctors and a Republican state legislator for four decades. A major boulevard that connects U.S. 50 to the western portion of Annapolis is named in his honor.
