* The Howard County Teachers Association requested a raise of $1,200 in teachers' starting pay (from $6,800 to $8,000), which would amount to an almost 18 percent increase. It also requested that the yearly salary increment for teachers be increased from 5 percent to 6 percent.

* A building permit was granted this week for construction of the second building of the General Electric Appliance Park East. At $50,253, it was thought to be the costliest permit ever issued in the state. The fee was based on the 50 million cubic foot capacity of the $8.4 million warehouse.

50 Years Ago (Week of Nov. 26-Dec. 2, 1944):

* The B&O; Railroad Station in Elkridge was destroyed by an early morning fire.
