2 officers witness fatal shooting, make arrest

In an incident witnessed by two police officers, a 30-year-old man was fatally shot Monday during an argument in the 900 block of E. 41st St., police said.

The officers were in the 900 block of Argonne Drive shortly before 9 p.m. when they heard gunshots coming from nearby, said Officer Robert Weinhold, a police spokesman.

When the officers got to the 900 block of E. 41st St., they saw four men embroiled in an argument. Then one of the men pulled out a revolver and fatally shot Garrett Antonio Rice, Officer Weinhold said.

He said Mr. Rice, of the 2700 block of Fenwick Ave., was pronounced dead at the scene.

Rochell Tooles, 24, of the 900 block of E. 41st St., was detained at the scene by the officers who witnessed the shooting. He was later charged with first-degree murder, use of a handgun in the commission of a felony and handgun violations, Officer Weinhold said.

"The argument concerned a prior loan of money," Officer Weinhold said, adding that Mr. Rice's brother and Mr. Tooles' brother were the other men at the scene.
