A Lothian man who was begging for gasoline on a Texaco station parking lot Monday morning was arrested after a police officer looked into his car and saw what was described as a beer can that had been turned into a pipe.
Officer William Merkle went to the station at Route 408 and Route 4 in Waysons Corner about 2 a.m. to check on a report about a man begging for gasoline. He saw a 1982 Cadillac Seville idling near some pumps. As he neared the car, he saw the pipe in a cup holder on the car's floorboard, police said.
The car's driver gave a false name and birth date, police said. The man said he had lost his wallet and license and had no identification.
Officer Merkle arrested the man and found his identification, police said. Drug residue was found in the pipe, they said.
Craig Steven Best, 29, of the 100 block of Lyons Creek Road, was charged with possession of a controlled dangerous substance, possession of drug paraphernalia and giving a false statement to a police officer, police said. He also was charged with driving with a suspended license.
