Charles H. Tenney, 83, a judge in U.S. District Court who $H presided over several racial discrimination cases, died of cancer Friday in New York City. He signed a 1991 settlement in which the New York City Housing Authority agreed to temporarily accept only black or Hispanic applicants for vacancies in three housing projects. Until then, 68 percent of the residents were Hasidic Jews. In 1980, the judge issued an injunction barring a housing development from using quotas to favor Hasidic Jews over blacks and Puerto Ricans.
