Mechanical engineer

Charles F. Novak, a retired mechanical engineer, died yesterday of dementia at the Meridian Nursing Center in Easton. The St. Michaels resident was 84.

He retired in 1965 as supervisory mechanical engineer of the U.S. Chemical, Radiological and Biological Laboratories at Edgewood Arsenal, where he began his career in 1934.

During retirement, he helped establish the Eastern Shore's Chesapeake Rehabilitation Center for retarded adults and children. He was the center's director until a full-time director was hired.

Born and reared in Northeast Baltimore, he was a graduate of Mergenthaler Vocational-Technical High School and the International Correspondence School, where he studied engineering and equipment design. He took additional courses at the University of Maryland and the Johns Hopkins University.

His wife, the former Theresa Vicen whom he married in 1934, died in 1984.

Arrangements for a memorial service were incomplete.

Mr. Novak is survived by a son, Charles M. Novak, and two daughters, Jacqueline Novak and Patricia Suarez, all of St. Michaels; a sister, Josephine Novak of Baltimore; six grandchildren; and a great-grandchild.

Memorial donations may be made to the Benedictine School, 14299 Benedictine Lane, Ridgely 21660. Seth E. Daily Jr., a train engineer, died Tuesday of cancer at his Timonium home. He was 51.

He began his railroading career in 1973 as a fireman for the Penn-Central Railroad. He was a freight engineer for Conrail and had been working on Amtrak passenger trains for about the last 10 years.

Born in Baltimore and reared in Cockeysville and Timonium, he was a 1962 graduate of Dulaney High School. He served in the Air Force from 1964 until 1968, reaching the rank of sergeant.

In 1972, he graduated from what is now Towson State University.

Services were set for 11 a.m. today at the Lemmon Funeral Home, 10 W. Padonia Road, Timonium.

Mr. Daily is survived by his wife of 18 years, the former Shirley Jean Sewell; two daughters, Jennifer and Deirdre Daily, both of Timonium; his mother, Anna Esther Daily of Timonium; a sister, Barbara Anne Stearns of Owings Mills; four nieces; and a nephew.

Cleveland E. Frazier

Beth Steel retiree

Cleveland E. Frazier, a retired steel worker, died Tuesday of heart failure at his home in Anderson, S.C. He was 75.

He retired from Bethlehem Steel Corp.'s Sparrows Point plant in 1978 and moved to Anderson several years later.

The native of Williamson, W.Va., was a Navy machinist's mate during World War II and reached the rank of chief petty officer. He moved to Dundalk in 1949.

Services were set for 3 p.m. today in Princeton, W.Va.

Mr. Frazier is survived by his wife, the former Lucille Vaughan; two sons, Rodney Lee Frazier of Delta, Ohio, and Mark Eric Frazier of Catonsville; three daughters, Linda Kay Kyle of Crystal Lake, Ill., Brenda Gay Barlow of Princeton and Constance Elaine Bradford of Hampstead; two brothers, William E. Frazier of Williamson and Donald Rae Frazier of Bossier City, La.; three sisters, Helen Cyrus of Bossier City, Hazel Nunn of Simpsonville, S.C., and Mary Lee Brown of Westerville, Ohio; 14 grandchildren; and two great-grandchildren.

Bettye C. Woods

Special education teacher

Bettye Costello Woods, a retired special education teacher and speech and hearing therapist, died yesterday of pneumonia at Peninsula General Hospital in Salisbury. She was 69 and lived in Ocean City.

She became the Worcester County public school system's first speech pathology therapist and audiologist in 1972 when she and her husband moved from Perry Hall to Ocean City. She retired in 1990.

The former Bettye Costello was a Baltimore native who lived for many years in Essex, working as a secretary at Essex Community College, where she later became a student.

She earned a bachelor's degree in speech and hearing therapy at Towson State University and a master's degree at Salisbury State University.

She had been president of the Sinepuxent Unit of the American Legion Auxiliary, and a member of the Retired Teachers Association of Worcester County, the Worcester County Woman's Club and St. Mary Star of the Sea Roman Catholic Church.

Services will be held at 11 a.m. tomorrow at the Ullrich Funeral Home in Berlin.

She is survived by her husband, John J. Woods; three sons, William J. Woods of Dover, Del., Joseph L. Woods of Gumboro, Del., and Dr.

John M. Woods of Salisbury; a daughter, Kathleen Mary Woods Araiza of Frederick; 10 grandchildren and a great-grandson.

Dorothy Ethel Allen, a native of Baltimore, died Tuesday at a hospital in Providence, R.I., of head injuries she suffered in a fall at her home in Middletown, R.I. She was 77.

Services will be held at 1 p.m. tomorrow at the Memorial Funeral Home in Newport, R.I. She is survived by her husband, retired Army Lt. Col. Robert H. Allen; two sons, Donald E. Allen of Landenberg, Pa., and the Rev. Richard W. Allen of Lynchburg, Va.; a sister, Irene Payne of Pasadena; and five grandchildren.
