"I'm happy. I'm tired," says Regi Elion of her decision to sell her popular Federal Hill eatery. The new owner, Karen Fulton, who will take over Regi's in a couple of weeks, plans to keep things the same: the name, the recipes and the current staff. Regi herself will travel, do some painting and in six months or so "decide what I want to do when I grow up."
* Michael Dalesio has moved again. This time the chef, best known for showcasing spa cuisine at his first Baltimore restaurant, Dalesio's, is working with Eric Johnson and Glenn Norris at Winterling's in Highlandtown. (He was last seen cooking for Ransome's Harbor Hill Cafe.)
* The 1995 Zagat Survey of Washington and Baltimore restaurants is out, and the big news is that, for the first time, the Milton Inn has overtaken Tio Pepe as Baltimore's most popular restaurant. The Prime Rib, Linwood's and Hampton's round out the top five. Some 2,700 volunteers took part in the survey, which rates more than 300 Baltimore/Annapolis eating places.
* T. Gannon's, Baltimore's newest upscale coffee bar, opened yesterday at 106 Water St., where Freddie's used to be. Owners Jeanette and David Gannon (the T. stands for her maiden name, Thomas) offer specialty coffees, breakfast breads, sandwiches, soups and desserts from 7 a.m. to 3:30 p.m. weekdays.
* You know Louie's Book Store Cafe on Charles Street is the place to go for late-night supper, desserts and cappuccino; but now you can start your day with Louie's homemade granola, pastries, egg sandwiches and other breakfast goodies. Louie's is open from 8 to 11:30 a.m. weekdays for your morning meal.
* New York Times food columnist Eric Asimov has written the definitive guide to cheap eats in the Big Apple: $25 and Under 1995 (HarperCollins; $10). Out this month, the easy-to-use paperback includes reviews of 150 of the city's best inexpensive restaurants, along with handy indexes of types of cuisine and neighborhoods. A must if you're heading to New York.
