A Baltimore County man was found fatally shot in a West Baltimore park yesterday, just hours after he withdrew $1,500 in cash from the bank -- money that the killer apparently stole, homicide detectives said.

Douglas Wayne Blowers, 42, a foreman for the county Bureau of Highways, had been repeatedly shot, police said. A motorist passing through Leakin Park in West Baltimore discovered his body about 2:30 p.m. in the 4800 block of Franklintown Road.

Police believe that whoever killed Mr. Blowers, who lived in the 3200 block of Southgreen Road in Gwynn Oak, took his money and his gray 1989 Plymouth Voyager van.

Homicide Detective Marvin Sydnor said last night that the van was still missing.

"At this point we think it's a robbery. The money he had with him is gone," Detective Sydnor said.

The victim's father-in-law, Myron K. Miller, said last night that Mr. Blowers had gone to a Citizens Bank branch yesterday -- his day off -- to cash a check he received from a recent workmen's compensation claim. Mr. Blowers deposited some money into his account at the bank but kept about $1,500 in cash, which he planned to take to his credit union to pay off a loan on the van, according to Mr. Miller.

Police said they had few leads last night and were expecting to call the bank today to try to retrace Mr. Blowers' last steps.

Mr. Blowers had a 3-year-old son, Andrew, his father-in-law said.

"He was a nice guy. He'd do anything for anybody," Mr. Miller said. "Now he's just another . . . statistic. To take a life for a little money and a car . . . it's just senseless."

Police said several witnesses reported seeing the van driving south on Franklintown Road shortly before Mr. Blowers' body was found. The van has Maryland license plate 545-419M, police said.
