College awards honorary doctorates CARROLL COUNTY EDUCATION

State Del. Richard N. Dixon, state Sen. Charles H. Smelser and Willard Hawkins, a longtime Carroll County resident and former superintendent of Garrett County public schools, were recently awarded honorary doctorates of public service by the Carroll Community College board of trustees.

Their efforts helped the college obtain equitable state funding and planning and construction funds for the library, said Barbara Charnock, board chair.

"Both Delegate Dixon and Senator Smelser were tireless in working with Gov. [William Donald] Schaefer and Secretary of the Maryland Higher Education Commission Shaila R. Aery to achieve these goals for us," she said.

The college also conferred 11 college medals to these state and county leaders: Governor Schaefer; Ms.Aery; Mr. Smelser and state Sen. Larry E. Haines; state Dels. Dixon, Lawrence A. LaMotte, Donald B. Elliott and Richard C. Matthews; and County Commissioners Donald I. Dell, Julia W. Gouge and Elmer C. Lippy Jr.
