A statewide business group gave Carroll County legislators high marks for their votes on certain business-related bills in the 1994 General Assembly session.

Maryland Business for Responsive Government (MBRG), a Baltimore-based group, rates legislators on their votes on measures that would foster "an environment for successful economic enterprise."

Senate members were ranked on the basis of their votes on 10 bills involving topics such as unemployment insurance, pollution prevention and property tax credits.

Sen. Larry E. Haines, a District 5 Republican, voted against MBRG's position on only one bill, did not vote on another and was given an 85 percent ranking. Sen. Charles H. Smelser, a District 4 Democrat, voted against the group's position twice and received an 80 percent ranking.

House members were ranked on the basis of eight bills on topics such as nontidal wetlands, pesticide regulation and education.

Del. Richard N. Dixon, a District 5A Democrat, and Del. Donald B. Elliott, a District 4B Republican, voted for MBRG's position on all eight votes and received 100 percent ratings.

Del. Richard C. Matthews, a District 5A Republican, did not vote on one measure the MBRG supported and received an 88 percent rating.

Del. Lawrence A. LaMotte, a Democrat who represented District 5B, which also includes part of Baltimore County, voted against the MBRG position once and also received an 88 percent rating.
