* Rocky Pomerance, 66, who achieved fame as the police chief of Miami Beach, Fla., during three national political conventions, died Wednesday. He became incapacitated five years ago following brain surgery. He gained prominence in 1972 when both the Democratic and Republican national conventions were held in Miami Beach. He fostered communication, not confrontation, among protesters, police and the public. He was also chief when the Republicans met in Miami Beach in 1968. In 1975 he became president of the International Association of Chiefs of Police. He left the Miami Beach department in 1977.
