For the second straight day, police Friday arrested a man in the Westminster area on charges of carrying a loaded .22-caliber rifle along a public road.
Robert Wayne Kinser, 29, of the first block of Ralph St., Westminster, was arrested on South Court Street about 12:30 a.m. He was charged with two counts of carrying a concealed deadly weapon and jailed in lieu of $3,500 bond.
Westminster police said the suspect was carrying a partially con
cealed semiautomatic rifle with 15 rounds of ammunition and a 15-inch knife.
Police said Mr. Kinser told officers that he had borrowed the rifle from a friend and was taking it home.
At 12:18 a.m. Thursday, state police arrested Edward August Kracke Jr., 36, of the 1300 block of Old Washington Pike, Westminster, as he walked along Route 140.
He was charged with being a felon in possession of a firearm and reckless endangerment of the public.
He was released on a $10,000 unsecured bond.
