The Greater Westminster Development Corp. is ready to begin looking for an executive director, Chairman Thomas Ferguson said yesterday.
"We have a job description for the executive director and will start advertising very shortly," said Mr. Ferguson, who is also president of Carroll County Bank and Trust.
The corporation, a quasi-governmental business development group formed over the winter, planned to have a paid executive director from its inception.
"I'm sure one of your questions is why we're coming right out of the gate with a paid director," Mr. Ferguson told the Westminster City Council during a request for money in March.
"We feel that if we really want this organization to be successful, you have to have an executive director with the experience, education and training to run an organization like this," he said.
More than half of the corporation's $80,000 budget -- $10,000 from a state economic development grant and $40,000 from the city coffers -- comes through Westminster's budget.
A suggested letter of agreement presented to the Westminster council at a budget work session April 12 calls for up to $30,000 to be collected from area businesses by Dec. 1, 1995.
In addition to assisting the corporation's board of directors, the executive director will be required to encourage economic development, create a marketing program and develop a fund-raising plan for the organization, Mr. Ferguson said.
The director also would write grant proposals for the group and would help plan an urban design to enhance the historic heritage of Westminster while making facilities accessible to the public.
Applicants should have a bachelor's degree in business or public administration, and managerial experience in downtown revitalization and fund raising, and should be familiar with governmental economic development, Mr. Ferguson said.
Applicants also should have good writing and public speaking skills, and be able to work beyond typical business hours, he said.
Members of the corporation declined to discuss the director's salary, saying only that it will be commensurate with the employee's experience.
